Trapped in an Abusive Job in Canada? The Vulnerable Worker Open Work Permit Can Help You Break Free
By RCIC Poonam Thakur | Career Wings Immigration Services Ltd. Calgary Alberta
“I didn’t think I had a choice…”
When a client from Alberta called me late one evening, her voice trembled.
Her employer had been yelling at her for weeks, forcing her to work unpaid hours, and threatening to cancel her work permit if she complained.
Like many temporary foreign workers in Canada, she felt she had to endure it — because her job was tied to her visa.
But what she didn’t know is that Canada’s immigration laws protect workers like her through a special permit — the Vulnerable Worker Open Work Permit (VOWP).
What Exactly Is the Vulnerable Worker Open Work Permit?
The VOWP is a unique type of open work permit created by Immigration, Refugees and Citizenship Canada (IRCC).
It’s designed for foreign workers in Canada who are facing abuse or the risk of abuse at their workplace — and need a safe way out.
With this permit, you can:
- Leave your current employer immediately
- Work for any employer in Canada (no LMIA or job offer required)
- Stay in Canada legally while rebuilding your life
- Apply confidentially without fear of employer retaliation
This program is about freedom, protection, and dignity — giving you control over your future again.
Who Can Qualify?
You may be eligible if:
- You are currently in Canada
- You hold an employer-specific (closed) work permit
- You are being abused or are at risk of abuse in your workplace
You don’t need to prove a criminal case or go to court. Even credible evidence or a clear statement of what’s happening can be enough to start your application.
What Counts as Abuse?
Abuse isn’t always physical — and IRCC recognizes several forms:
- Physical Abuse: Being hit, pushed, or physically harmed
- Sexual Abuse: Unwanted sexual contact, pressure, or threats
- Psychological Abuse: Verbal insults, humiliation, intimidation, or threats to cancel your visa
- Financial Abuse: Employers who don’t pay full wages, make illegal deductions, or keep your passport
If you are experiencing any of these — you don’t have to stay silent.
What You Can Submit with Your Application
IRCC understands that not everyone can safely collect proof.
Still, it helps to include whatever you can, such as:
- A copy of your current work permit
- Employment documents (pay stubs, job letter)
- Messages, emails, or photos that show abuse
- A personal statement describing your situation
Even if your evidence is limited, your story matters — and officers are trained to handle these applications with compassion and confidentiality.
How Long Does It Take?
VOWP applications are given priority processing.
Once approved, you’ll receive an open work permit — meaning you can work for any employer, in any province, without restrictions.
This is your legal pathway to freedom, safety, and a new beginning in Canada.
