Are you a skilled tech professional affected by the recent U.S. H-1B visa changes? Canada is rolling out the red carpet for you.

Following a proclamation by U.S. President Donald Trump introducing a $100,000 fee for new H-1B visa applications, many highly skilled foreign workers—especially in technology and STEM fields—are reconsidering their options. And Canada is ready to welcome them.

Canada Responds: Targeting Displaced H-1B Tech Workers

Speaking at the 2025 Global Progress Action Summit in the United Kingdom, Prime Minister Mark Carney said Canada sees a major opportunity to attract skilled talent who may no longer pursue U.S. work visas.

“These are people with lots of skills, enterprising, and willing to move to work. It’s an opportunity for Canada, and we are going to have a clear offering on that,” said Carney.

This isn’t the first time Carney has addressed the issue. In September, he noted that many of Canada’s AI and research professionals migrate to the U.S., but with America’s tightening immigration policies, Canada is now positioned to reverse that trend.

Canada’s Tech Immigration Strategy: Fast-Tracked Work Permits and PR Pathways

Canada is rapidly building its reputation as a tech-friendly immigration hub, offering flexible, employer-focused, and worker-supportive programs for skilled professionals.

1. Global Talent Stream (GTS) – Fast Work Permit Processing

Under the Temporary Foreign Worker Program (TFWP), the Global Talent Stream enables Canadian employers to hire foreign talent in as little as two weeks. It requires a Labour Market Impact Assessment (LMIA) proving that hiring a foreign worker won’t negatively affect Canadian employment.

This stream suits professionals such as software engineers, data scientists, web developers, and information systems analysts.

2. Innovation Stream – LMIA-Exempt Work Permits

Launched in September 2024, the Innovation Stream—part of Canada’s Tech Talent Strategy—allows skilled workers with job offers from eight major employers under the Global Hypergrowth Project to obtain LMIA-exempt work permits under the International Mobility Program (IMP).

3. H-1B Open Work Permit Stream (Now Closed)

In July 2023, Canada briefly offered an open work permit stream for H-1B holders in the U.S. The program filled all 10,000 spots within 24 hours, highlighting strong demand and Canada’s openness to tech professionals seeking alternatives.

4. Intra-Company Transfers (ICT)

Multinational tech companies with operations in both the U.S. and Canada can transfer key employees through Intra-Company Transferee Work Permits—ideal for executives, senior managers, and specialized knowledge workers relocating to a Canadian branch.

Tech Talent Pathway to Canadian Permanent Residency

Canada offers several Express Entry pathways for tech professionals to gain permanent residence (PR):

Federal Skilled Worker Program (FSWP)
Canadian Experience Class (CEC)
Federal Skilled Trades Program (FSTP)

Express Entry Category-Based Selection for STEM Occupations

In 2023, IRCC launched category-based Express Entry draws focusing on STEM occupations. This approach often results in lower CRS cut-offs and higher chances of receiving an Invitation to Apply (ITA) for PR.

The last STEM-specific draw occurred on April 11, 2024, but experts expect more in 2025 as Canada continues targeting high-demand tech talent.
