Canada’s immigration system could see some major changes in 2026. IRCC is currently seeking public feedback on the possibility of creating three new occupational categories under Express Entry. If approved, these new categories would open pathways for professionals in leadership, research, and military service to secure permanent residence more easily.
What New Categories Are Being Considered?
1. Leadership Roles
IRCC is exploring a dedicated category for senior managers—individuals responsible for overseeing company operations and guiding teams. The idea is that attracting global leaders could drive innovation, boost productivity, and strengthen Canada’s competitiveness on the world stage.
2. Research and Innovation
Scientists and researchers may soon get their own Express Entry category. Canada views research as the backbone of economic growth and technological progress. While IRCC hasn’t yet identified which fields of research would be included, this move signals strong recognition of the role innovation plays in shaping Canada’s future economy.
3. National Security and Defence
Another proposal is to prioritize skilled military personnel from allied nations. This category would support the Canadian Armed Forces in addressing recruitment needs while also enhancing national security expertise.
Continuing Priorities for 2026
While these three new categories are being considered, IRCC has also indicated that some of the 2025 categories will likely carry forward into 2026. These include:
- Francophone immigration (to help meet targets of 9.5% French-speaking newcomers outside Quebec in 2026).
- Healthcare professionals (to address growing demands on Canada’s health system).
- Skilled trades (especially construction-related roles, given the housing crisis).
- Education professionals (teachers and early childhood educators remain in demand).
- STEM fields (science, technology, engineering, mathematics).
- Agriculture and agri-food workers (supporting food security and farming needs).
Link Between Express Entry and International Students
Changes to category-based selection also influence which international students can qualify for a Post-Graduation Work Permit (PGWP). Since 2024, PGWP eligibility has been tied to fields of study aligned with Canada’s labour market needs. Currently, 119 fields remain eligible, while 178 programs were removed earlier this year.
If IRCC updates Express Entry categories in 2026, adjustments to PGWP-eligible fields of study are also expected. However, bachelor’s, master’s, and doctoral graduates remain exempt from these restrictions.
Why Category-Based Selection Matters
Category-based selection, introduced in 2023, gives IRCC flexibility to invite candidates who meet specific labour market needs. For applicants, this often means lower Comprehensive Ranking System (CRS) cut-offs compared to general draws.
For example:
- A recent Canadian Experience Class (CEC) draw had a CRS cut-off of 534 on August 07,2025.
- In contrast, a healthcare category-based draw had a lower threshold of 475 conducted on July 22, 2025, giving health professionals a clear advantage.
By targeting categories that reflect Canada’s priorities, IRCC can balance immigration with long-term economic growth.

The government’s consultation period runs until September 3, 2025. Final decisions on whether these new categories—leadership, research, and military—will launch in 2026 are still pending.
For now, immigrants and students should keep an eye on announcements in early 2026, when IRCC is also expected to release its updated list of PGWP-eligible study programs.
