What Is the RCIP?

The Rural Community Immigration Pilot (RCIP) is a community-driven immigration initiative that allows eligible foreign nationals to apply for PR by securing a job offer in one of 14 participating communities across Canada.

Each community identifies its own labour market needs and works with employers to fill essential roles with skilled international workers.

Who Can Apply for RCIP?

To apply under the RCIP, candidates must:
✅ Have a valid job offer from an employer in one of the participating RCIP communities
✅ Obtain a community recommendation from a local economic development organization that partners with Immigration, Refugees and Citizenship Canada (IRCC)

RCIP Eligibility Criteria

Along with a job offer and community recommendation, applicants must meet the following requirements:
Work Experience: At least 1 year (1,560 hours) of relevant full-time work experience in the last 3 years (unless exempt as a recent graduate)
Language Proficiency: Meet the minimum score on an approved language test (IELTS, CELPIP, TEF, or TCF), based on the NOC level of the job
Education: Either

  • A Canadian high school or post-secondary credential, OR
  • A foreign credential with an Educational Credential Assessment (ECA)
    Settlement Funds: Provide proof of sufficient funds to support yourself and any accompanying family members

Work Experience Requirements

Your work experience must:
• Match the TEER category of the job offer under the National Occupational Classification (NOC)
• Include the main duties listed for your NOC code
• Align with the experience level required for your occupation

Special Exceptions for Healthcare Roles

Applicants working in healthcare occupations may be eligible under modified criteria, including:
• NOC 31301 – Registered Nurses & Registered Psychiatric Nurses (TEER 1)
• NOC 33102 – Nurse Aides, Orderlies, and Patient Service Associates (TEER 3)
• NOC 44101 – Home Support Workers, Caregivers, and Related Occupations (TEER 4)

Education Requirements

If educated in Canada:
• Canadian high school diploma
• Canadian post-secondary diploma, degree, or certificate from a Designated Learning Institution (DLI)

If educated outside Canada:
• An Educational Credential Assessment (ECA) from a recognized agency
• ECA must be issued within the last five years
• Must confirm your education is equivalent to a Canadian high school or post-secondary credential

Proof of Settlement Funds

Applicants must demonstrate financial ability to settle in Canada. The following are the 2025 RCIP settlement fund requirements:

Work Experience Exemption for Graduates

You may be exempt from the work experience requirement if you:
✅ Studied full-time in the RCIP recommending community
✅ Graduated within the last 18 months

You must also:
• Have completed a program of at least two years (with at least 16 of the last 24 months spent in the community), OR
• Hold a Master’s degree or higher and have lived in the community throughout the entire program

You are not eligible for this exemption if:
• Your studies were primarily language training or distance learning
• You received a scholarship or fellowship requiring you to return to your home country

Optional Work Permit While Awaiting PR

If you’ve already applied for PR through the RCIP, you can apply for a two-year employer-specific work permit to start working immediately.

• Your spouse or partner may qualify for an open work permit
