Moose Jaw, Saskatchewan, has officially launched its Rural Community Immigration Pilot (RCIP), opening a new pathway to permanent residence for skilled foreign workers who want to build their future in one of Canada’s most welcoming rural regions.
As the final of 14 communities across Canada to roll out the RCIP, Moose Jaw’s program is now live and accepting applications in selected priority sectors and occupations.
What Is the RCIP?
The Rural Community Immigration Pilot (RCIP) is a community-driven and employer-led program that helps smaller Canadian towns attract and retain skilled foreign workers. It’s designed to address labour shortages and promote economic growth in regional communities.
To qualify, applicants must:
• Receive a valid job offer from a designated employer
• Work in a priority occupation and priority sector
• Obtain a community recommendation from the local economic development office
Once approved by the community, candidates become eligible to apply for Canadian permanent residence (PR) and can apply for a work permit to begin working while waiting for their PR decision.
Moose Jaw’s Priority Sectors
Only employers in designated industries are eligible to participate. These include business, finance, and administration; sales and service; trades and transport; manufacturing and utilities; and education, law, social, community, and government services.
Ineligible sectors include gas stations (except truck stops), convenience stores, IT and web development firms, and smaller food service, financial, or transport businesses with fewer than ten full-time staff, each limited to one application per year.

Moose Jaw has not yet published its list of designated employers, so applicants should watch for updates.
RCIP Rules for Moose Jaw Employers
To ensure fairness and program quality, employers can submit only three TEER 5 applications per intake. TEER 5 positions are capped at 25% of total annual nominations. The job offer must match both a priority sector and a priority occupation.
RCIP Eligibility Criteria – Do You Qualify?
To apply for the Moose Jaw RCIP, candidates must meet these requirements:
- Job Offer – from a designated employer in an eligible sector and occupation.
- Work Experience – at least one year (1,560 hours) of full-time experience in the past three years, or recent graduation from an eligible Moose Jaw institution.
- Language Proficiency – CLB 4 to 6 depending on NOC level, proven by IELTS, CELPIP, TEF, or TCF taken within two years.
- Education – at least a Canadian high school diploma or an equivalent foreign credential.
- Settlement Funds – sufficient proof of funds to support yourself and your family.
- Community Recommendation – granted after local assessment by Moose Jaw Economic Development during intake periods.
After receiving a community recommendation, you can apply to IRCC for permanent residence and a work permit to start working in Canada.
