New Francophone Pathway to Permanent Residence Launched in Three Canadian Regions
French-speaking immigrants now have a promising new route to permanent residency in Canada — thanks to the Francophone Community Immigration Pilot (FCIP).
Three regions have recently announced the launch of their FCIP streams, outlining key details such as priority sectors, occupations, and designated employers. These regions include:
- Acadian Peninsula, New Brunswick
- St. Pierre Jolys, Manitoba
- Kelowna, British Columbia
The FCIP, launched earlier this year, is an employer-driven program designed to attract French-speaking foreign nationals to communities outside Quebec. With the support of a designated employer and a community recommendation, eligible candidates can apply directly for permanent residence (PR) — and even receive a work permit to begin working while their PR application is processed.
🗺️ About the Francophone Community Immigration Pilot (FCIP)
The FCIP aims to strengthen Francophone communities outside Quebec by connecting them with skilled French-speaking newcomers.
To qualify for this pathway, candidates must:
- Have a job offer in a participating community
- Work in a priority occupation and sector
- Receive a community recommendation
- Meet other eligibility requirements
💼 How Does the FCIP Work?
To apply through the FCIP, a candidate must:
- Receive a valid job offer from a designated employer in a participating community
- Get a community recommendation, based on their job offer and qualifications
- Submit a PR application to the federal government
- Apply for a 2-year work permit, if desired, while the PR application is processed
Only employers operating in priority sectors and hiring for in-demand occupations are eligible to become designated employers under the FCIP.
🌍 Who Else Is Participating in the FCIP?
In addition to the three regions above, the following communities are also part of the FCIP:
- Sudbury, Ontario
- Timmins, Ontario
- Superior East Region, Ontario (website pending)
Sudbury and Timmins have already launched their local FCIP portals and announced their priority occupations.
✅ Eligibility Criteria for the FCIP
To qualify for the Francophone Community Immigration Pilot, candidates must:
- Have at least one year (1,560 hours) of work experience in the last three years
(This can be waived for eligible international graduates) - Demonstrate French language proficiency at NCLC level 5 in all abilities
- Hold at least a secondary school diploma or equivalent
- Show proof of settlement funds for themselves and their family
- Receive a valid job offer from a designated employer in a participating community
